The Atlantic - May 2, 2014, by Eric Liu - On Wednesday, a Senate filibuster blocked President Obama’s proposal to raise the federal minimum wage to $10.10. Then on Thursday, Mayor Ed Murray of Seattle announced a business-labor deal to raise the city minimum wage to $15.
Procedurally, these two things had nothing to do with each other. Substantively, Seattle’s action is a direct result of the Senate’s inaction—and it portends the acceleration of two trends in public policy today: a growing willingness to reckon with radical inequality and wage stagnation, and the emergence of networked localism as a strategy for political action.
Let’s first unpack what happened in Seattle. The mayor appointed a committee of citizens to develop a proposal for $15. I was a member of that task force, which included union leaders and businesspeople and nonprofit heads and chamber-of-commerce chiefs. We gathered data. We commissioned studies. We held a big public symposium. Negotiations were complex and often heated and the committee missed its deadline, but we eventually got a deal that won the support of 21 of 24 members.
The grassroots “$15 Now” activists who helped propel a socialist to the city council and helped put this issue on the map last year are unsatisfied with the number of years and the accommodations. They aim to go to the ballot directly with a plan that’s closer to, well, $15 now. And the city council still must vote to enact this or any plan, and may come under pressure to amend it many ways.
The deal is nobody’s picture of perfect. It’s a compromise. It phases in minimum-wage hikes so that an employer has to get to $15 in three years (for businesses with more than 500 employees), four years (same, but offering healthcare), or seven years (for businesses with fewer than 500). The under-500 businesses also get several years to count a portion of worker tips and healthcare toward the wage requirements.
But pull back from the substantive details and the process hoops ahead. This is, as the vice president might say, a big f-ing deal. It’s not just the $15 figure, which sets the floor higher than in any other city or state. It’s the fact that a broad coalition with significant business support made it happen.
That makes this deal a model for other cities—and further evidence that norms are changing. It suggests that it’s becoming less acceptable in America to run a business in a way that relies on poverty wages. It’s becoming less acceptable to suggest that the go-to remedy for the pain of working people should be tax cuts for the wealthy. And though a minimum-wage increase is not an innovative tool, its revival is part of a widening repertoire of policy ideas for closing the opportunity gap.
We brought in leaders and experts from Chicago, Philadelphia, San Francisco, New York—all cities that have raised the wage or taken steps to.
Perhaps more significantly, Seattle’s action shows we’re entering a new age of bypass. Washington is stuck and will be for the foreseeable future. So it falls increasingly to cities to act—and in increasingly coordinated ways. As the Seattle task force explored possible pathways to $15, we brought in elected leaders and experts from San Jose, Chicago, Philadelphia, San Francisco, New York, all cities that have raised the wage or taken steps to. We all shared tactics, policy proposals, lessons, and language.
Groups like Local Progress have emerged to link up politicians and policy entrepreneurs from disparate cities, not just on wages but also on criminal-justice reform, immigrant rights, voting rights, climate change, and other issues. The cities of the United States are beginning to web up into an archipelago of policy experimentation and problem-solving.
This networked localism is distinct from the mere downward distribution of national political dollars to local campaigns. It’s also distinct from the Koch brothers’ strategy of creating wholly owned political subsidiaries in small towns to push agendas. And it’s not just about having mayors who are skillful, important as that is. Networked localism is a form of citizenship from the middle out and the bottom up, where residents decide to act together and to learn in real time from their counterparts in other places.
Thus far, perhaps owing to the progressive tilt of big cities, networked localism seems to be practiced mainly by progressives. That may place a political limit on its ultimate reach. Another limit, of course, is structural: On most issues, even well-woven webs of cities cannot do what a well-run national government can. A $15 wage will directly benefit tens of thousands of low-income workers in my city. It does nothing for millions of others in my country.
Nevertheless, it’s safe to say that Seattle’s $15 moment is a sign of a shift in self-government. The last century rewarded political leaders like TR or LBJ who knew how to centralize the local into the national. This century may belong to those who can decentralize the national—but into a new kind of national. Call it the United Cities of America.

Just four years ago, fast food workers in New York City walked off the job, launching the first strike to ever hit the industry and a movement that has had rapid success. Calling for a $15 minimum wage and the right to form a union, the Fight for 15 started staging strikes and protests in a growing number of cities — the last day of action reached 320 — that drew in workers beyond fast food, including adjunct professors, childcare providers, and retail workers.
That fight is by no means over, but it has led to surprising victories. Today, two states have passed increases to bring their minimum wages to $15 an hour, as have a number of major cities.
Now workers are pushing forward on a new demand: the right to consistent and predictable schedules.
In many ways, advocates see this as a natural extension of the Fight for 15. After all, higher hourly pay means little if you never know you’ll have enough hours to make ends meet or if a last-minute change disrupts your plans for childcare or transportation.
“Workers who have experienced their wage increase and then see their hours cut the next week more than anything know that their paycheck is their wages times hours,” pointed out Carrie Gleason, director of the Fair Workweek Initiative at the Center for Popular Democracy.
Erratic and unpredictable scheduling has become a more and more common problem. “The erosion of unions, compounded by the accelerated pace of change and the nature of work, has only increased the need for updating our standards around hours,” she said.
At least 17 percent of all workers have irregular schedules, including changing or on-call shifts or working two shifts in one day. Over 40 percent of workers don’t find their schedules out until a week in advance, while 40 percent say their hours vary week to week. It’s especially prevalent in service sector jobs; huge numbers of retail workers in New York City and food service workers in Washington say they don’t get enough notice of their hours each week.

“The fight for just hours is definitely the next movement for people trying to achieve security for their families,” Gleason added. “New energy has been generated with the Fight for 15, and as policymakers have raised the minimum wage and passed paid sick days across the country, they’re turning their attention to the crisis around hours finally.”
The movement has already notched victories. In 2014, San Francisco became the first city to pass legislation regulating schedules, enacting a law that requires retail chains to give employees two weeks notice of their schedules, pay them if shifts change at the last minute, give current workers the opportunity to take on more hours before new hires are brought in, and to treat part-time workers similarly as full-time ones.
Then on Monday evening, the Seattle city council voted unanimously to pass a law that looks very similar. It will require large employers in retail and food service to give employees two weeks notice of schedules, extra pay for last-minute changes, and input into what their schedules will look like. It will also get rid of “clopenings,” or when employees work a closing shift one day only to come in early the next morning to open.
Seattle workers had already helped secure a $15 minimum wage increase in 2014. And it was after that victory that the conversation around scheduling began.
“It really became apparent during the 15 campaign that workers not only needed a higher minimum wage, but they needed more stable schedules,” said Sejal Parikh, executive director of Working Washington. After that campaign resulted in a victory, “workers started talking about what the next campaign would be: Making sure the minimum wage is enforced, and figuring out how to get to more secure schedules in the city.”

That effort also coincided with one targeted at Starbucks. In the summer of 2014, shortly after a New York Times exposé on the company’s scheduling practices, Starbucks announced that it would make changes such as ending clopenings and posting schedules three weeks out.
But a year ago this month, Starbucks baristas in Seattle launched a campaign accusing the company of unevenly implementing these practices and still allowing workers’ schedules to be erratic.
Those two groups of workers got together and began talking to the city council late last year, and Parikh said they got a warm reception. The issue “really resonated with people,” she said. “Many of us have worked in retail or fast food or coffee and could recall times when we didn’t know what our schedule would be.” Workers were deeply involved in crafting the legislation, too: it was built around answers to surveys sent out to fast food employees and baristas asking them about their priorities.
It helped to be able to work with those in San Francisco who worked on the passage of the bill there and have been implementing it since. “Because San Francisco went first, we have a piece of policy where we’ve learned a lot of lessons,” she said.
“It’s really catching on,” she added. “I think it’s going to be one of the next pieces of labor policy across the country.”
It’s already reached the other coast. Seattle’s victory came just a week after New York City said it would start working on being the next. Last Thursday, Mayor Bill de Blasio (D) announced that he, along with legislators and advocates, would begin crafting legislation aimed at improving scheduling for fast food workers. While the details will be hashed out in the months to come, he focused on two weeks advance notice, compensation for last-minute changes, and cracking down on clopenings.

“It’s time for us to use the power of city government to make sure that people are treated decently,” he said at the press conference announcing the new effort.
New York City, home to the first fast food strike, now has a $15 minimum wage thanks to the state increase. “If [workers are] making 15 an hour, it doesn’t really matter if they don’t know when they’re actually making that money,” said Freddi Goldstein, deputy press secretary for the mayor. Scheduling “just felt like a natural next step.”
And as Seattle looked to San Francisco for guidance, New York will work with people in those two cities to see what worked and what didn’t.
The city is only looking at the fast food industry so far because, Goldstein said, it’s a workforce that is rarely unionized and “highly abused.” But it’s possible the focus could expand beyond that industry in the future, and as the effort to craft the legislation unfolds new planks could also be added. “I wouldn’t say we haven’t decided to do or not do anything at this point,” she said.
The scheduling movement hasn’t met with a totally unbroken string of successes: On Tuesday the D.C. city council voted to table a bill that would have addressed scheduling, killing it for the current session. Councilmember Elissa Silverman vowed to introduce a new version of the bill in the next one.
But the idea is starting to spread. It’s cropped up in Minneapolis, MN and Emeryville, CA. A scheduling bill has also been introduced in Congress, although it hasn’t advanced. “We’re already seeing policymakers step up across the country,” the Center for Popular Democracy’s Gleason said.
“The movement for the Fair Labor Standards Act was about wages and the 40-hour workweek,” she added. “It’s only natural that we’re seeing the demand for just wages and hours back again.”

The answer should clearly be "no." The preponderance of economic data indicates that the predictable costs of premature tightening — slower job and wage growth — far outweigh the risk of accelerating inflation.
Six years into a lackluster U.S. expansion, price growth for personal consumption expenditures — excluding food and energy — has averaged less than 1.5% annually in the recovery, well below the Fed's unofficial 2% inflation target. It slowed to 1.3% so far in 2015.
Global economic forces are poised to drive inflation still lower. Last week, oil prices fell to $42, a low not seen since February 2009. Europe's growth remains anemic and is likely to remain so: The IMF forecast for 2015 is just 1.5%. And while it is difficult to piece together a precise picture of what is happening in China, most experts see growth slowing markedly, with effects in other emerging markets.
With a weaker euro and yuan, our exports will decrease and our imports increase. Together, this will put pressure on domestic businesses and the job market, which is hardly robust.
Despite a headline unemployment rate of 5.3%, the true labor market situation faced by working families in the United States remains dire. Millions remain trapped in disguised unemployment and part-time employment. As of July, the nation faced a jobs gap of 3.3 million — the number needed to reach pre-recession employment levels while also absorbing the people who entered the potential labor force. The true unemployment rate, including those working part time involuntarily and marginally attached, is more than 10.4%.
Poor labor market conditions are also reflected in wages and incomes. So far this year, wages for production non-supervisory workers, which tracks closely to the median wage, fell by 0.5%. Median household income — a better indicator of how well the economy is doing as seen by the typical American than GDP — at last measure was lower than it was a quarter-century ago.
It is hard to see why the Fed would choose slower job and wage growth for most Americans just to protect against the theoretical risk of moderately higher inflation. But, then again, it's often hard to understand the Fed's policy choices, which tend to contribute to widening inequality in the United States.
Too often, after the end of one recession, the Fed, fearing inflation, has used monetary policy to dampen the economic expansion. Its maneuvers keep inflation low but unemployment higher than it otherwise would be, negatively affecting all workers, not just those out of a job. Workers in jobs face greater stresses, downward pressure on wages and diminished opportunities for upward career mobility. The costs of higher unemployment are borne disproportionately by people in lower-income jobs, who also tend to be disproportionately people of color and women.
After the 2008 crisis, the Fed tried to stimulate the economy by buying bank debt, mortgage-backed securities and Treasury assets directly from the market — so-called quantitative easing — which disproportionately benefited the rich. Data on wealth ownership show clearly that the portfolios of the rich are weighed more toward equity, and one of the main channels through which quantitative easing helped the economy was to increase equity prices.
So quantitative easing was yet another instance of failed trickle-down economics — by giving more to the rich, the Fed hoped that everyone would benefit. But so far, these policies have enriched the few without returning the economy to full employment or broadly shared income growth.
The Fed has been forthright in pointing out the limits of monetary policy to help the economy. Fiscal policy could lead to stronger and more equitable growth, but the Republican-led Congress has demanded austerity.
Still, there is more the Fed could do. It could do more to curb excessive debit card fees and the anti-competitive charges that credit and debit cards impose on merchants. These fees lead to higher prices and lower real incomes of workers. It could also do more to encourage lending to small and medium-sized businesses.
Easiest of all, it could choose not to raise interest rates. All policy is made under uncertainty. In this case, however, the risks are one-sided: Ordinary Americans in particular will be hurt by a premature rate rise, as the economy slows, unemployment increases and there is even more downward pressure on wages.

The Wall Street Journal - November 14, 2014, by Pedro Nicolaci da Costa - Federal Reserve Chairwoman Janet Yellen met Friday with a coalition of community activists who are urging the central bank to resist pressures to raise interest rates before the labor market has fully recovered and calling for greater public input into the selection of regional Fed bank presidents.
At a press briefing outside the Fed before the meeting, organized by the Center for Popular Democracy and featuring workers, community organizers and liberal economists, the activists said the idea that the economy was close to full recovery was belied by the joblessness and underemployment of millions of Americans.
“We’re here to launch a national campaign for a stronger economy and for a reformed Federal Reserve,” said Ady Barkan, staff attorney at the center, a left-leaning national nonprofit organization. “The economy is not working for the vast majority of people,” he said, citing high unemployment, inequality and large racial disparities.
The Fed declined to comment on the meeting or the activists’ recommendations.
The Fed last month ended its bond-buying program aimed at supporting economic growth, citing “substantial improvement” in the outlook for the labor market. Those present at the briefing said the experience of many communities across the country suggests otherwise.
One of their biggest complaints was the inability of workers to find full-time work, a problem that has worried Fed officials and suggests the job market is still some way from full health.
“My job used to be steady, something you could count on,” said Jean Andre, 48, of New York, who works on logistics in the film industry. “I’m one of the names at the end of the movies that nobody reads. But I’m underemployed, I just can’t get full-time work anymore, not like I used to before the crash.”
With the unemployment rate 5.8% in October, Fed officials are debating when to begin raising interest rates from near zero. Many investors expect the central bank to start raising its benchmark short-term rate sometime in the summer of 2015.
Josh Bivens, an economist at the liberal Economic Policy Institute in Washington, noted that black unemployment is generally double the overall level. Black communities would be among those hit hardest by potentially premature Fed rate increases, he said.
The activist group also called for greater public input into the selection of the presidents of the Fed’s 12 regional banks. This comes ahead of the retirements next year of Dallas Fed President Richard Fisher and Philadelphia Fed President Charles Plosser. The two have been some of the most vocal opponents of aggressive Fed efforts to reduce unemployment—such as holding short-term rates near zero and buying bonds to lower long-term rates–arguing such policies risk fueling excessive inflation and asset bubbles while doing little good for the economy.
Fed presidents are selected by the boards of directors of the regional Feds, with the approval of the Washington-based Fed board of governors. The regional boards are composed of bankers, business executives and community representatives,
Kati Sipp, a director of the Pennsylvania Working Families Party who spoke at the briefing, said many of the regional bank board members designated as community representatives are not truly representative of the communities they are supposed to serve. “Right now in Philadelphia we have Comcast CMCSA +0.10% executives that are representing the public, and we think that it’s important for us that real people are also representing the public in Federal Reserve policy making.”
Michael Angelakis, vice chairman and CFO of Comcast Corp., is deputy director of the Philadelphia Fed’s Board.
“In Philadelphia we’ve had an 8% average unemployment rate for this year and it’s a 14.5% unemployment rate for the black community,” Ms. Sipp said. If Mr. Plosser believes the economy is back to full health, she said, then he hasn’t visited many of his own city’s troubled neighborhoods. “If he had, he would not believe that our economy has really recovered.”
Mr. Plosser has said he believes the job market is close to full employment and the economic recovery is genuine, if unremarkable.
The Philadelphia Fed announced Friday that Korn Ferry KFY -0.15%, the executive search firm hired to conduct the search for a new president, established an email address “to receive inquiries.” Asked if the move was in response to the protests, a spokesperson said it was “one part of our broad search process.”

A new study found that in Minneapolis and St. Paul, African-American, Latino and Asian commuters were at least three times more likely to take public transit to work than whites, and TV news outlet KARE11 reports that researchers studied the transit time penalty for different ethnic groups in the Twin Cities, in other words how much time they lost in transit compared to making the same commutes in private vehicles. For African-Americans and Asian-Americans, it added up to three and a half weeks per year. For Latinos the time penalty was 4.5 weeks.
“… if you’re an African-American, you’re losing the equivalent of a month’s worth of your life commuting on a bus versus if you were able to take a car. If you’re a Latino it’s close to five weeks,” Anthony Newby of Neighborhoods Organizing for Change explained.
The impact of a lengthy commute goes far beyond stress or inconvenience. As a New York Times article about an ongoing Harvard study recently noted, “commuting time has emerged as the single strongest factor in the odds of escaping poverty. The longer an average commute in a given county, the worse the chances of low-income families there moving up the ladder.”
One of the problems the Twin Cities study found is that funding for public transit has been stagnant for years, while ridership increased 14 percent. According to the study:
The transportation funding plan proposed in the House Republican transportation omnibus bill relies on shifting about $1 billion of revenues from the general fund over the next four years to fund road and bridge construction. In the meantime, the House plan would result in a 25 percent cut in transit service — resulting in longer waits, more delays, longer travel times, lost service, and more crowded buses and trains. Decreased service will lead riders to look for more reliable means of transportation; with fewer riders, fare revenues will decline. This vicious cycle will result in longer waits and travel times, more delays, and fewer useful routes. These draconian cuts could endanger federal funding for future projects important to the Twin Cities region and result in legal violations under Title VI of the Civil Rights Act.
Minneapolis and St. Paul are not alone in their transit-funding woes. In New York City, which already boasts the nation’s longest commute times, the trip to work is much worse for low-wage workers.
“We’ve heard so much about the achievement gap in education in our community. There is a transportation achievement gap!” Minneapolis Rep. Frank Hornstein, the ranking Democrat on the House Transportation Committee, said at a press event on Tuesday. “We cannot achieve a quality of life for too many people in our community because of this transit disparity that exists.”
